PE endorsement for HDB wall hacking
HDB wall hacking PE endorsement is the structural assessment and certification by a registered Professional Engineer confirming which walls in an HDB flat may be hacked, under what conditions, and with what protective measures — issued before hacking works proceed. HDB's renovation framework and, for structural elements, the Building Control Act make this engineering sign-off a prerequisite for lawful hacking works involving structural considerations.
It is one of the most common requests we receive, and one where getting it wrong is most costly: hacking a structural wall without approval can compromise the block's structure, attract enforcement action, and require expensive engineered reinstatement.
Structural vs non-structural walls in HDB flats
HDB blocks contain both types, and they look identical once painted:
- Structural (load-bearing) walls carry the weight of the floors above and brace the building. They typically include walls between adjacent units, walls around lift and staircase cores, and designated internal walls. Hacking them is generally prohibited or tightly restricted.
- Non-structural partition walls divide spaces without carrying building loads. Many can be hacked with an HDB renovation permit — but confirmation matters, because flat types differ and some partitions do brace or support elements.
The only reliable determination comes from the structural records for your specific block and, where records are ambiguous, a professional site assessment. That is precisely what our PE endorsement provides.
What our service includes
- Plan review — send your floor plan and mark the walls you want to hack. We check against available structural records for your block type.
- Site inspection — where required, our engineer inspects the flat to verify wall construction and site conditions.
- PE assessment letter / endorsed drawing — a signed and stamped document stating which walls may be hacked and any conditions (extent limits, lintel requirements, protection of embedded services), in the format HDB and renovation contractors expect.
- Support through your permit — we answer HDB or contractor queries on our documents, so your renovation permit is not held up.
Condominium and landed property wall hacking
The same service extends to private property. Condo MCSTs almost always require a PE endorsement letter before approving renovation permits involving hacking; we prepare the letter in your managing agent's required format and liaise with the management office directly. For landed houses, hacking structural walls may additionally require a BCA submission — we advise which path applies. For the full picture on endorsements generally, see PE endorsement in Singapore.
What can go wrong without proper endorsement
- Structural damage — cracking, deflection and load redistribution affecting your unit and neighbours'.
- Enforcement — stop-work orders, fines and mandatory reinstatement under HDB rules and the Building Control Act.
- Resale complications — unauthorised works surface during resale inspections and can derail transactions.
- Insurance exposure — damage traced to unauthorised structural works can prejudice claims.
A PE letter from S$500 is inexpensive insurance against all four. All assessments are subject to site conditions, structural assessment and applicable HDB and authority requirements.
Timeline
Most HDB wall assessments complete within 2–5 working days of receiving your plan and completing any required inspection. Tell us your renovation permit filing date and we will work to it.
Before you enquire
A 2-minute checklist for homeowners
You can shorten your own turnaround by having three things ready when you WhatsApp us: your floor plan (the one from HDB, your sales pack or your ID's layout drawing) with the walls to be hacked marked; your block and unit number, which lets us pull the right structural records; and your renovation permit filing date, so we can schedule the inspection and letter to meet it. If a wall has an existing opening, note it — previous alterations affect the assessment. With these in hand, most assessments move from enquiry to signed letter in under a week.
FAQ
HDB wall hacking — common questions
How do I know if my HDB wall is load-bearing?
Reliable indicators require the structural drawings for your block or a professional assessment — thickness alone is not conclusive. As general guidance, walls between units and around structural cores are usually structural; some internal partition walls are not. Our PE checks HDB records and, where needed, inspects on site before giving a definitive answer.
Does HDB require PE endorsement for wall hacking?
For structural walls, hacking is generally not permitted, or is permitted only within strict limits with PE involvement and HDB's approval. For non-structural walls, HDB's renovation rules still require a permit through an HDB-registered contractor, and a PE assessment may be required depending on the works. We confirm the requirements for your specific flat, subject to HDB's rules.
How much does an HDB wall hacking PE endorsement cost?
Non-load-bearing wall assessments start from S$500; works involving structural elements start from S$800 and are quoted on scope. The fee includes the site inspection where required, the PE assessment letter or endorsed drawings, and responses to HDB or contractor queries on our documents.
How fast can I get the PE letter for my renovation permit?
Typically 2–5 working days from receiving your floor plan and, where required, completing the site inspection. If your renovation contractor is waiting on the letter to file the permit, tell us your date — urgent cases can often be prioritised.
My condo MCST asked for a PE endorsement letter. Is that the same thing?
The engineering is similar but the recipient differs: for condos, the letter is addressed to your MCST's managing agent in the format they require, and we liaise with the management office directly. Condo structural letters start from S$800.
Can hacked walls be reinstated if something goes wrong?
Unauthorised hacking of structural walls is a serious matter that can require engineered reinstatement designed by a PE and approved by HDB. If you have inherited such a situation — for example after buying a resale flat — contact us early; we assess the as-built condition and advise the realistic path, subject to structural assessment and HDB requirements.
