PE endorsement for temporary works
Temporary works PE endorsement is the design certification by a registered Professional Engineer for structures used during construction — hoardings, scaffolding, shoring, formwork, falsework, excavation support and temporary platforms. Under MOM's Workplace Safety and Health framework and BCA's Building Control regime, higher-risk temporary works must be designed or endorsed by a PE before erection, and sites are routinely required to produce the endorsed drawings during inspections.
Temporary works fail differently from permanent works: they are erected fast, modified often and loaded in ways the original sketch never anticipated. That is why the regulatory framework demands professional engineering input — and why our endorsements state loading limits and configuration constraints in terms a site team can actually follow.

What we actually check — the failure modes that matter
Temporary works reviews are not paperwork exercises. For each scheme we interrogate the modes that actually bring temporary structures down: foundation and bearing — sole plates, base jacks and ground capacity, the most common weak link on soft or made-up ground; stability — overturning of hoardings under wind, sway of unbraced scaffolds, sliding of shoring under lateral load; member capacity — standards, ledgers and props against the real erection, not the catalogue configuration; connections and ties — where systems mix suppliers or reuse worn components; and load path continuity — especially for back-propping, where loads from fresh concrete must trace cleanly down to something that can carry them.
Our endorsement documents state the checked configuration and its limits explicitly. If the site needs to deviate — a tie omitted for access, a bay widened for plant — the deviation is re-assessed before use, usually within a day for minor changes. That discipline is what keeps the endorsed drawing and the erected structure being the same structure, which is the entire point of the endorsement. What temporary works require PE endorsement in Singapore?
Commonly: hoardings above prescribed heights, scaffolding beyond simple configurations (and all hanging/cantilevered scaffolds), shoring and trench support, formwork and falsework for structural concrete, earth-retaining systems for excavations, temporary platforms and staging, and lifting-related supporting structures. Requirements arise from MOM's WSH framework, BCA's Building Control regime and site-specific conditions.
Who is responsible for temporary works on site?
Responsibility is shared: the contractor executes and maintains the temporary works, while the designing/endorsing PE certifies the design. MOM's framework expects design by competent persons, with PE involvement mandated for higher-risk categories. Our endorsement defines the configuration and loading limits the contractor must maintain.
How fast can you endorse a scaffold or hoarding design?
Typically 3–7 working days from receiving complete information — layout, heights, loading and ground conditions. Where your supplier provides a standard system design, review and endorsement can be faster. Urgent mobilisations can often be prioritised; tell us your site start date.
Do you design temporary works or only endorse contractor designs?
Both. We design from scratch where needed, and review-and-endorse supplier or contractor designs where they comply with applicable codes. Either way, the endorsing engineer must be satisfied with the design — where changes are needed we state them precisely, subject to structural assessment and site conditions.
Does an ERSS for excavation need more than PE endorsement?
Earth-retaining or stabilising structures for deeper excavations fall under specific Building Control requirements, potentially including plan submission, geotechnical input and instrumentation monitoring. We advise the applicable regime for your excavation depth and ground conditions, and handle the BCA submission where required.
