Professional Engineer services we provide in Singapore
Professional Engineer services in Singapore cover the statutory and technical work that only a PEB-registered engineer may perform: endorsing designs, submitting plans to BCA as Qualified Person, certifying temporary works, inspecting structures and issuing expert reports. Pec.sg provides all of these through registered engineers in the civil and mechanical branches — for homeowners, contractors, MCSTs, developers and industrial clients.

Why engage a registered Professional Engineer?
In Singapore, the Professional Engineers Act reserves engineering certification for registered PEs precisely because the stakes are structural safety and public protection. When our PE endorses your works:
- The certification is legally recognised by BCA, HDB, SCDF, LTA, MOM and MCSTs — a contractor's assurance is not.
- The engineer is personally accountable — civil and, in serious cases, criminal liability attaches to the endorsing PE, which is why our review is genuine rather than rubber-stamp.
- Registration is verifiable — check Reg. No. 4385 (Civil) and 4379 (Mechanical) on the PEB register before you engage us.
Two branches, one point of contact
Because we hold registrations in both the civil and mechanical branches, projects that span structural and M&E scope — mezzanines with ACMV, plant rooms, equipment platforms with ventilation — can be certified through a single consultancy without coordinating multiple firms. For disciplines outside our registrations, such as electrical (LEW) work, we coordinate through our sister platform Endorse.sg.
Sectors we serve
- Residential — HDB, condominium and landed owners; renovation contractors.
- Commercial — offices, retail, F&B fit-outs and reinstatements; MCSTs and building owners.
- Industrial — factories, warehouses, racking and mezzanine systems, plant and equipment installations.
- Construction — main contractors and specialist subcontractors needing temporary works certification or an appointed QP.
All services are provided subject to project scope, structural assessment, site conditions and applicable Singapore authority requirements.
Engagement models
Three ways clients work with us
1. Single-task engagements. One wall, one scaffold, one letter. Most residential clients and many contractors engage us this way: WhatsApp the scope, receive a fixed-fee quote within one working day, get endorsed documents within days. No retainers, no minimum commitments.
2. Project engagements. For A&A projects, mezzanines and submissions, we act across the full arc — design, endorsement, BCA submission, supervision and completion — under a single itemised quotation. One engineer carries the project from first sketch to final certificate, which is faster and cleaner than splitting the statutory roles across firms.
3. Standing arrangements. Renovation contractors, fit-out firms, managing agents and industrial operators who need endorsements regularly work with us on a repeat basis: same engineer, consistent document formats their approving parties already recognise, and turnaround calibrated to their permit cycles. If your business files renovation permits or mobilises sites every month, this is the arrangement that removes engineering sign-off from your critical path.
Whichever model fits, the constants are the same: a registered PE personally responsible for every stamp, fees fixed in writing before work begins, and honest advice when the answer is that you do not need us. All services remain subject to project scope, structural assessment, site conditions and applicable Singapore authority requirements.
Getting started takes one message. WhatsApp your drawings, photos or a plain description of the works to +65 9800 4385. Within one working day you will have a written confirmation of which service applies, a fixed fee, and a realistic timeline — and if the honest answer is that your works need no engineering approval at all, that answer is free. This is deliberately the simplest way to engage a Professional Engineer in Singapore, because approvals should accelerate projects, not stall them.
FAQ
Common questions
What services does a Professional Engineer provide in Singapore?
A registered PE certifies engineering designs, endorses drawings for authority submission, acts as Qualified Person (QP) for BCA filings, designs structures and temporary works, conducts structural inspections, prepares expert reports, and supervises works where statutorily required. The common thread is personal professional accountability under the Professional Engineers Act.
How do I verify a Professional Engineer's registration?
Every registered PE has a registration number listed on the Professional Engineers Board (PEB) public register at peb.gov.sg. Our engineers are Er. David Zheng Zhijian (PE Civil, Reg. No. 4385) and Er. Lu Min Thet (PE Mechanical, Reg. No. 4379) — you are welcome to verify both before engaging us.
Do you take on small residential jobs?
Yes. A large share of our work is single-wall HDB endorsements, condo MCST letters and small A&A jobs. Fees start from S$500 and the process is deliberately simple: WhatsApp your plan, get a quote, receive your endorsed documents.
Can you act as our project's independent checking engineer?
We provide independent design review and checking for other consultancies and contractors, subject to scope and independence requirements. This includes peer review of structural designs, temporary works checking and expert opinions for disputes.
Not sure which service you need?
Describe your project on WhatsApp — we will point you to the right service and quote a fixed fee.
