What is PE endorsement in Singapore?

PE endorsement is different from a contractor's sign-off or a renovation firm's assurance. Under the Professional Engineers Act, only a PEB-registered PE has the legal standing to certify engineering works in Singapore. Proceeding without a required endorsement can result in stop-work orders, fines of up to S$200,000 under the Building Control Act, or compulsory reinstatement at the owner's expense.

When is PE endorsement required?

PE endorsement is generally required whenever works affect the structural integrity or safety of a building, or when a statutory authority mandates engineering certification. Common triggers include:

• Hacking or modifying walls — load-bearing walls in HDB flats, condominiums and landed houses require PE endorsement before hacking; many MCSTs also require PE letters for non-structural walls. See HDB wall hacking PE endorsement.
• Mezzanine floors, lofts and platforms — structural design and PE endorsement, often with a BCA submission.
• Temporary works — hoardings, scaffolding, shoring, formwork and excavation support require PE-endorsed designs under MOM and BCA requirements. See temporary works PE endorsement.
• A&A (Addition & Alteration) works — structural re-assessment and endorsed plans for openings, extensions and layout changes. See renovation A&A PE endorsement.
• Authority submissions — BCA building plans, SCDF fire safety engineering reports, LTA structures near roads or rail, PUB works near drains.
• Heavy loading — jacuzzis, water tanks, storage racks, plant and equipment requiring floor loading assessment.
• MCST and landlord requirements — structural compliance letters before renovation permits are issued.

Who can provide PE endorsement?

Only engineers registered with the Professional Engineers Board under the Professional Engineers Act, holding a valid practising certificate, in the relevant branch of engineering. At Pec.sg, civil and structural endorsements are provided by Er. David Zheng Zhijian (PE Civil, Reg. No. 4385) and mechanical endorsements by Er. Lu Min Thet (PE Mechanical, Reg. No. 4379). The registration number of the endorsing engineer appears on every stamped document and can be verified on the PEB register.

The PE endorsement process

1. Scope review — send your drawings, photos or description via WhatsApp. We confirm whether endorsement is required and what documents the authority or MCST expects.
2. Fixed-fee quotation — a written quote within one working day, stating deliverables and timeline.
3. Engineering assessment — our PE reviews or prepares calculations and drawings, and conducts a site inspection where the works require it.
4. Endorsement — documents are stamped and signed by the registered PE and issued to you, your contractor, your MCST or the authority.
5. Follow-through — we respond to authority RFIs or MCST queries on the endorsed documents at no surprise cost.

All endorsements are subject to structural assessment, site conditions and applicable Singapore authority requirements. Where a design cannot be endorsed as submitted, we will state precisely what must change.

PE endorsement for condominiums

Condo endorsements are among our most common requests. MCSTs typically require a PE assessment letter before approving renovation permits involving wall hacking, heavy installations (jacuzzis, feature walls, storage systems), unit combining, mezzanines within units, or roof terrace works. We liaise directly with your management office so the letter meets their specific format, and fees for condo structural letters start from S$800.

PE endorsement for commercial and industrial premises

For offices, retail, factories and warehouses, endorsement commonly arises during fit-outs and reinstatement — structural openings, mezzanine offices, racking systems, equipment platforms and landlord-required certifications. Reinstatement endorsements for commercial tenancies typically range from S$1,500 to S$5,000 depending on scope, and we coordinate with landlords' building management to close out requirements efficiently.
